This Eclipse with JCOP plugin is already activated if you work in the
workspace existing inside the directory.

However, if you wish to work in another directory, move the workspace
forder from this directory where you wish and at startup indicate to
Eclipse where you have move the directory.

If you already have a workspace elsewhere and you do not want to move
and merge the two directories, you have just to copy the file
com.ibm.bluez.jcop.eclipse.prefs located in 
.\workspace\.metadata\.plugins\org.eclipse.core.runtime\.settings
and it should work.

You can also create the file com.ibm.bluez.jcop.eclipse.prefs in your
already existing workspace folder with the following content:
com.ibm.bluez.jcop.eclipse.token=23cb832f9bc9c8bffe21d53e8f02e5bc
eclipse.preferences.version=1

Then you can play with the tools without card by running your
applications in the emulator.
